My phone is still stuck on "android is upgrading.. starting apps" on boot. earlier, my phone said "unfortunately, google playstore stopped working" and i am unable to use my apps which needed internet access so i turned off my phone and removed my sd card before doing a factory reset.. Game optimizing service is a samsung system app (bloatware) so it can not be uninstalled and notifications can not be prevented. you'll find it under settings > notifications > advanced if you tap the more icon (three dots in upper right corner) and tap show system apps..
